E-bikes vs. E-motorcycles and the law
It is important to know the difference between E-bikes and E-motorcycles, different classifications of e-bikes, where it is legal to ride and what are the laws.

E-bike
An E-bike is a bicycle with two or three wheels, a saddle, fully operative pedals for human propulsion, and an electric motor. The electric motor may not have a power source output more than 750 watts.
- E-bikes must have permanent label with class, top speed, motor wattage. (RCW 46.37.690)
- Helmet is required to ride all bikes and e-bikes
E-bike classifications
E-bike Class 1: A bicycle equipped with a motor that provides assistance only when the rider is pedaling and that ceases to assist when the bicycle reaches 20 mph.
E-bike Class 2: A bicycle equipped with a motor that may be used exclusively to propel the bicycle and that is not capable of providing assistance when the bicycle reaches a speed of 20 mph.
E-bike Class 3: A bicycle equipped with a motor that provides assistance only when the rider is pedaling and ceases to assist when the bicycle reaches a top speed of 28 mph and is equipped with a speedometer.
Where can I ride?
- All classes of E-bikes are allowed in bike lanes and roadways.
- Class 1 and 2 allowed on permitted paths and sidewalks.
- Class 3 must be age 16 and up and not allowed on shared paths and sidewalks unless specifically posted otherwise.
E-motorcycle
E-motorcycle is a 2 or 3 wheeled vehicle with an electric motor over 750 watts, cable of reaching speeds over 28 miles per hour (whether it has pedals or not).
Where can I ride?
E-motorcycles are only allowed on public roads with the following rules:
- Licensing: Operators must hold a valid driver's license with a motorcycle endorsement and have registration/insurance with the Washington Department of Licensing.
- Equipment: Must have functioning turn signals, headlights, brake lights, and mirrors.
- Helmet law: A helmet is required, regardless of age.
Where can I NOT ride?
- E-motorcycles are prohibited from public sidewalks, parks, shared trails and pathways.
