Contracting Opportunities Program

The King County Contracting Opportunities Program applies incentives, requirements and goals to solicitations for goods and services that give small businesses a competitive advantage in winning county contracts. To be eligible to participate in the Contracting Opportunities Program, businesses must be certified as a Small Contractor and Supplier (SCS).

The program applies incentives, requirements, and goals to advertised solicitations to increase the competitiveness of SCS certified small businesses, including companies owned by minority, women and disadvantaged groups.

The Contracting Opportunities Program applies to county-funded contracts for:

  • Goods and Services
  • Consulting Services
  • Architectural and Engineering Design
  • Construction

  • Goods and Services Incentives:
    • Fair Market Range to rank SCS vendors for evaluation purposes
    • Small Business Accelerator (competition among SCS prime consultants only)
    • Evaluation points for SCS firm participation
  • Architectural and Engineering Consulting Incentives:
    • Evaluation points for SCS firm participation
    • Consultant Roster - requirements for soliciting qualifications from SCS firms. Project size limit of $500,000. No limit on the number of roster awards to SCS firms
  • Construction Requirement:
    • Participation requirement for SCS contractors
