Energize
The Energize program serves homes and buildings in King, Kitsap, Pierce, and Snohomish Counties.
*Note: not all programs are active in all counties.*
Energize installs heat pumps and provides other upgrades in a variety of homes and building types in King, Kitsap, Pierce, and Snohomish counties. Program availability and specifications varies by county. View current and upcoming programs, where they operate, and eligibility information below:
Energize - Single-Family Homes (King County only)
Only open to King County residents.
Eligible applicants:
- Low- and moderate-income homeowners and renters of single-family homes in south King County only.
Program provides:
- Installation of heat pumps and other electric appliances along with home weatherization to reduce energy bills and improve home comfort.
Program costs:
- King County will pay for 80-100% of total installation costs depending on household income.
Energize - Adult Family Homes
Open to applicants in King, Kitsap, Snohomish, and Pierce Counties.
Eligible applicants:
- Licensed adult family homes in King, Kitsap, Pierce, and Snohomish Counties.
Program provides:
- Installation of heat pumps and other electric appliances along with home weatherization to reduce energy bills and improve home comfort.
Program costs:
- Program participants located in or serving frontline communities may be eligible for full cost coverage.
New application round anticipated to open in early 2026.
Energize - Family Home Child Cares
Open to applicants in King, Kitsap, Snohomish, and Pierce Counties.
Eligible applicants:
- Licensed family home child cares in single family houses in King, Kitsap, Pierce, and Snohomish Counties.
Program provides:
- Installation of heat pumps and other electric appliances along with home weatherization to reduce energy bills and improve home comfort.
Program costs:
- Program participants located in or serving frontline communities may be eligible for full cost coverage.
New application round anticipated to open in early 2026.
Energize - Multifamily Homes
Open to entities in King, Kitsap, Snohomish, and Pierce Counties.
- Eligible applicants: Owners and operators of affordable housing buildings with 4 or more residential units. This program defines affordable housing as housing that serves residents earning at or below 80% of County Median Income.
Program provides:
- Improved health, safety, and comfort through weatherization upgrades, including insulation, air sealing, and ventilation.
- High efficiency air conditioning and heating systems, such as heat pump space heaters.
- Additional high efficiency equipment, such as heat pump water heaters, and induction stovetops.
- Energy Benchmarking services to better understand how your building is using energy and identify low-cost areas for reduced use.
- Technical assistance for energy efficiency and decarbonization project plans and pathways to project financing.
- All program services are operated and managed by King County, reducing project management and planning burdens on building owners and operators.
Program costs:
- For direct installation services, this program covers 100% of construction costs to building owners. For projects that receive readiness services only (energy benchmarking and technical assistance for project planning), implementation and construction costs are covered by the building owner. Guidance is available through our financing program to connect eligible buildings with low-cost, green financing options.
Applications anticipated to open in November 2025. This program anticipates funding a total of ~$14 million of benchmarking, technical assistance, and retrofits across the 4-county region between 2026 and 2029.
Energize - Community Spaces
Open to entities in King, Kitsap, Snohomish, and Pierce Counties.
Eligible applicants: Non-government community entities that own, operate, or lease a building that meets the following criteria:
- Serves as a community gathering space or offers a community service1 (for example: foodbanks, places of worship, community centers, skills training centers, etc.)
- Is located in King, Kitsap, Pierce, or Snohomish Counties.
- Is located in or serves frontline communities.
Program Provides:
- Pre-application technical assistance/support
- Technical assistance to better understand energy usage within a building, develop a plan to reduce GHG emissions and improve comfort of building occupants, and create a project plan for the installation of weatherization and electric heat pump heating/cooling systems.
- Improved health, safety, and comfort through weatherization upgrades, such as insulation and air sealing.
- Installation of high efficiency air conditioning and heating systems, such as electric heat pumps that provide heating and cooling.
- All program services are operated, managed, and paid for by King County.
Program costs:
- King County provides 100% cost coverage for all services and installations located in or serving frontline communities, up to a $100,000 project costs.
Applications anticipated to open in early 2026.
This program anticipates funding a total of ~$6 million of technical assistance and retrofits across the 4-county region between 2026 and 2029.

1All buildings served by this program must be enclosed structures that are fully protected from the elements. “Buildings that serve as gathering spaces” are defined as structures in which large groups of people intentionally congregate, such as community centers, community arts centers, places of worship, etc. “Buildings that provide community services” are defined as structures used to directly enable people to improve their lives, such as food banks, community health clinics, skills training sites, etc.
