Designated C&D Facilities
Information about designated construction and demolition (C&D) facilities. These facilities accept mixed recyclable C&D or non-recyclable C&D waste from jobsites in King County’s service area.
C&D landfill waste fee
The King County C&D landfill waste fee was increased to $13/ton on January 1, 2025). The fee applies to all C&D waste taken to C&D Waste Transfer Facilities and Intermodal Yards. At C&D material recovery facilities the fee is only imposed on the tons of waste disposed at a landfill, and does not apply to any materials recycled by the facility.
C&D regulations
County code requires that construction and demolition (C&D) materials from jobsites within King County (excludes Seattle) must be sent to a designated facility. This regulation applies to loads of mixed C&D recycling or C&D waste.

FAQ
We have an enforcement specialist on staff, supported by the King County Sheriff’s office as necessary. Violators are subject to an initial fine of $100. A second violation results in a $500 fine. Any subsequent infractions result in a doubling of the previous fine. In some cases, violators may also be issued a misdemeanor, resulting in fines and incarceration.
Designated facilities signed an agreement with King County that permits them to accept mixed recyclable C&D or C&D waste. Facilities include both C&D Material Recovery Facilities (MRF) and privately owned transfer stations.
No, materials that are managed or separated out at the jobsite (e.g., wood, metal, wallboard, etc.) can go to other recyclers. Visit the What do I do with…? site to find a list of recyclers that accept C&D materials.
