Growth Management Planning Council

This council fulfills the Washington Growth Management Act requirement that counties and cities develop a collaborative set of framework policies to guide development of each jurisdiction's comprehensive plan. The council's current members are elected officials from King County, Seattle, Bellevue, other cities and towns in King County, special purpose districts, and the Port of Seattle.

Through the council, jurisdictions in King County are working together to plan for economic and population growth in the county. Realization of a countywide vision involves collaboration, trade-offs, and difficult choices about the appropriate level of growth, its location, the type of growth to be encouraged, public spending, governance decisions, environmental protection, and the quality of life in King County.

The council developed and adopted planning policies that provide a countywide vision and serve as a framework for each jurisdiction to develop its own comprehensive plan, which must be consistent with the overall vision for the future of King County.

News

  • November 2025: The council approved Motion 25-2, which approves the Affordable Housing Committee’s recommended charter amendments. The council also approved Motion 25-3, which approves an adjustment to the housing growth target for unincorporated urban King Kounty.
  • March 2025: The council approved Motion 25-1, which proposes amendments to the growth targets and housing need values in the countywide planning policies for the cities of Carnation and Snoqualmie.
