NOTICE IS HEREBY GIVEN, that a public hearing will be held before the Metropolitan King County Council on the 9th day of September, 2025, at 1:30 p.m. to consider adoption of Proposed Ordinance 2025-0182, an ordinance relating to solid waste fees charged at recycling and transfer facilities and at the Cedar Hills Regional Landfill. The public hearing will be held at the King County Courthouse, 516 3rd Avenue, Room 1001, Seattle; remote public testimony on Zoom will also be accepted. Written public testimony will be accepted from 9 a.m. on August 29, 2025, through 10 a.m. on September 9, 2025, by sending such public testimony to clerk.council@kingcounty.gov. SUMMARY
King County is proposing this ordinance to:
- Establish the Solid Waste Division (SWD) fees for disposal of solid waste, clean yard and wood waste, and special waste, effective in 2026. Under the proposed ordinance, the following solid waste disposal fees would be charged at King County recycling and transfer stations with scales, beginning January 1, 2026: fixed-rate vehicles ($36.69 per entry); solid waste collection entity per-ton-rate vehicles ($179.18 per ton); self-hauler per-ton-rate vehicles ($229.29 per ton); minimum fee ($36.69 per vehicle). The regional direct fee charged to certain commercial collection companies that haul solid waste to the Cedar Hills Regional Landfill from their own transfer stations and processing facilities would be charged $194.89 per ton in 2026. - Set the fixed-annual charge, which is the annual amount SWD would collect from billing entities for contract haulers, certificated haulers, or cities performing collection services with municipal employees, at approximately $26.8 million for 2026.
- Establish the low-income discount program amount at $20.00 in 2026 for qualified, low-income, non-account customers.
Final Action:
Prior to final action, Councilmembers may offer amendments for consideration by the Council. Persons wishing to testify on the Proposed Ordinance should attend the public hearing in person or remotely on September 9, 2025, or provide testimony in writing prior to the hearing.
