About the Collaborative

The Puget Sound Climate Preparedness Collaborative (Collaborative) is a network of more than 30 local and county governments, Tribes, regional agencies, and other organizations in the Puget Sound basin working together to build community, economic, and environmental resilience to the impacts of climate change. The Collaborative seeks to leverage limited resources, reduce duplication of efforts, facilitate institutional learning, and amplify organizational preparedness priorities, needs, and ideas with other stakeholders, including state and federal agencies.

The Collaborative hosts a monthly climate preparedness call focused on an adaptation topic relevant to Collaborative communities. The Collaborative also supports peer learning and capacity building through connecting and convening subject matter experts and partners working on climate preparedness. King County is the organizational host for the Collaborative and co-chairs the Collaborative with the Point No Point Treaty Council.

Small Communities Cohort Program

Apply for our new Small Communities Cohort Program!

The Small Communities Cohort Program (SCCP) is designed to support community-identified climate preparedness projects in nine to 12 smaller and less-resourced jurisdictions and Tribes in the Puget Sound region. Priority applicants for the program include:

  • Local jurisdictions (i.e., cities, towns, villages) with a population of 50,000 or less,
  • Counties with an unincorporated area population of 50,000 or less,
  • Federally recognized Tribes, and
  • Tribal organizations

Local jurisdictions with populations of 50,000-100,000 may be considered based on specific criteria and program capacity. More information on eligibility, including definitions for "smaller" and "less-resourced," is included in this Frequently Asked Questions (FAQ) documentApplicants are encouraged to review the FAQ before applying.

Communities participating in the program will receive staffing and technical assistance for their climate preparedness projects. Limited consulting funds are also provided to support additional technical or capacity needs. Eligible projects are projects that reduce climate risks and/or increase community resilience to climate change impacts. This may include:

  • Conducting climate change vulnerability assessments;
  • Developing and/or implementing climate action plans, programs, or specific climate actions;
  • Pre-planning or project scoping;
  • Integrating climate change into existing local plans and practices; and/or
  • Community engagement and outreach.

Projects must be completed by June 30, 2027. Applicants are encouraged to submit a proposal even if project idea(s) are not fully formed or scoped. Collaborative staff are available to answer questions about potential project ideas prior to submitting an application. Additional support for refining project ideas will be provided if selected for further review after submittal. This program is contingent on the availability of obligated federal funds.

to increase chances of being selected for the program. Priority review will start August 20, 2025. The application window will remain open until program capacity is reached.

Climate Resilience Regional Challenge Grant

In 2024, the Collaborative was awarded a Climate Resilience Regional Challenge (CRRC) grant from the National Oceanic and Atmospheric Administration (NOAA). This 3-year grant will support the following objectives:

  • Promote shared learning and accelerate climate preparedness through increased engagement activities and creation of technical resources.
  • Support climate preparedness work in smaller and less-resourced jurisdictions and Tribes via creation of a Small Communities Cohort Program.
  • Increase regional understanding of climate change impacts on Tribes and Tribal treaty rights through creation of a Tribal Partnerships Learning Series.
  • Support local efforts to incorporate equity and social justice in climate preparedness work through development of a Climate Equity Learning Series.
  • Inform and support stronger regional alignment in climate preparedness goals and outcomes in the Puget Sound basin.
