The Assessment, Policy Development and Evaluation Unit assesses and evaluates population-based data and interventions, integrating qualitative analysis, and policy development. We are a multidisciplinary group of epidemiologists, social research scientists, and policy specialists. We collaborate with community and other divisions within Public Health, using and developing state-of-the-art techniques for data collection and analysis. Our goal is to provide leadership and technical assistance for population-level health assessment, data-driven program planning, program evaluation, and policy.

An Evaluation of Remote WIC Services in King County, 2020-2022
In response to COVID-19, federal and state governments made changes to the delivery of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). For the first time, program recipients could attend appointments remotely. Public Health – Seattle & King County conducted an evaluation to see how this change affected recipients and staff at King County WIC clinics.
Sweetened Beverage Tax evaluation reports
Section 5B of the ordinance that created the Sweetened Beverage Tax (Seattle City Ordinance 125324) requires the City to assess the impact of the tax on economic outcomes, health behaviors, intermediate health outcomes, the identification and assessment of food deserts, as well as effectiveness and efficiency of the food bank network in the City. The Seattle Office of the City Auditor is contracting with Public Health – Seattle & King County to complete a five-year evaluation of the Sweetened Beverage Tax (SBT). The SBT Evaluation Team includes academic researchers and public health practitioners

Healthy Food Availability and Food Bank Network Report
This report serves as a resource for people and organizations interested in building equitable access to healthy food in Seattle. It provides a comprehensive and updated snapshot of what access to healthy food looks like in Seattle. This report concludes the report required by Ordinance 125324 to assess access to healthy food and the food bank network in Seattle.

Mental Health Among Youth and Young Adults in King County
Youth and young adults have experienced many disruptions due to the COVID-19 pandemic and associated mitigation strategies such as school closures and remote learning, social isolation, family financial hardship or lack of access to food; and some have also experienced the illness or death of a family member due to COVID-19. These experiences impact emotions and mental wellbeing. This report examines data on mental health, including suicidal ideation, and suicide attempt among youth and young adults in King County.
Health care access in King County
This report examines changes in health care access and health care utilization in King County between March 2020 and June 2021. The report describes the impact of COVID-19 on lack of health insurance, increased Medicaid enrollment, delay of care, and changes in visits for primary care, well-child, and telehealth.
Changes in Death Rates and Life Expectancy Associated with the COVID-19 Pandemic in King County, WA: 2017-2022
This report explores the impact of the COVID-19 pandemic on mortality in King County by analyzing data from the pandemic years (2020-2022) and comparing it with data from the pre-pandemic years (2017-2019). It highlights changes in mortality rates, life expectancy, and leading causes of death during this period. Cause specific analyses are limited to the leading causes of death as well as causes hypothesized to be impacted by the pandemic.
Changes in Death Rates during the COVID-19 Pandemic in King County, WA
This report examines death rates for common causes of death in King County, and not only those due to COVID-19. Included are deaths that occurred between January 1 and December 31, 2020. Deaths from COVID-19 are examined in a separate report. Examined are common causes of deaths and causes of death that may have been indirectly impacted by the pandemic. Rates are shown by age group, by gender, by region of the county, and by race/ethnicity.
Changes in Occupation-Specific Non-COVID-19 Death Rates during the COVID-19
This report examines death rates for common causes of death in King County, excluding those due to COVID-19. Included are deaths among working-age residents that occurred between March 1 and December 31, 2020. Deaths from COVID-19 are examined in a separate report. Examined are common causes of deaths and causes of death that may have been indirectly impacted by the pandemic.
Middle School Youth Share Their Experiences and Perspectives on Emotional Safety and Well-being
This project was designed to hear directly from youth who identify with groups who are disproportionately impacted by systemic racism and gender-based oppression to provide meaningful and actionable feedback on young people's needs and opportunities to improve support.
