Energize Contractor Roster Application

King County recently expanded its Contractor Roster to support the Energize program with funds from the Climate Commitment Act (CCA). Energize provides and installs electric appliances, plumbing improvements, home energy audits, and weatherization and efficiency services in 120 to 500 single-family homes and small businesses in King County. 

The goal of program funds is to reduce resident energy bills, advance equity objectives, improve indoor air quality, and reduce greenhouse gas emissions. Many installations will be in the Skyway-West Hill and North Highline unincorporated areas, though some work in homes or businesses will occur throughout King County. The purpose of this application is to establish a roster of one or more qualified contractors to provide the above goods and/or services.

Archival information about contractor roster applications:

The term of the Roster Contract will be through December 31, 2026, subject to funding availability and termination clauses contained herein. Work will be concentrated in 2025, with a high emphasis on expending funding on some improvement types by June 30, 2025. King County reserves the right to extend the term of the Roster or number of Energize installations if determined to be in the best interest of the County.

Eligible Applicants

 To be eligible for consideration for the Energize roster, applicants and their subcontractors, if used, must meet all of the following qualifications:

  • Must be licensed and bonded by the State of Washington
  • Have a current, valid Contractor’s license

If selected for the roster, work and/ or contractors must meet the following:

  • Meet prevailing wage requirements per the Washington State Department of Labor & Industries
  • Host at least two work-based learning trainee positions/year for 240 hours of work. The County will remunerate wages directly to and will provide liability insurance for, the Trainee.
    Note: Trainee hosting requirements do not apply to Contractors only providing home energy audit services.

Application requirements

Applicants must provide an up-to 10 page application response describing the following:

  • The submitter’s team, including any subcontractors, and their qualifications to carry out program requirements.
  • Your team’s experience in providing the proposed installations or services, including work with target populations.
  • Your service area in King County, specifying if there are parts of King County your team does not serve.
  • Experience and/or training in complying with prevailing wage requirements.
  • Applicant approach to providing services, including staffing structure, and process for: 
    • Performing work according to established industry standards.
    • Ensuring customer satisfaction and how complaints are addressed.
    • Tracking client status and ensuring timely invoicing.
    • Meeting other product or service criteria as outlined in the application.
