DCHS stewards the revenue from the Crisis Care Centers Levy (CCC), Veterans, Seniors and Human Services Levy (VSHSL), Best Starts for Kids Levy (BSK), the MIDD Behavioral Health Sales Tax, Puget Sound Taxpayer Accountability Account (PSTAA), and manages Health Through Housing.

Best Starts for Kids
Best Starts for Kids is a King County voter-approved initiative to support every baby born or child raised in King County to reach adulthood happy, healthy, safe, and thriving.
Crisis Care Centers
The Crisis Care Centers Initiative, approved by King County voters in April 2023, began implementation in 2024 to create a countywide network of five crisis care centers, restore and expand mental health residential treatment beds, and strengthen the community behavioral health workforce.
Health Through Housing
The Health Through Housing (HTH) Initiative is an innovative approach that accelerates our region’s response to chronic homelessness. King County is partnering with host cities to create up to 1,600 units of emergency housing and permanent supportive housing for people experiencing or at risk of chronic homelessness.
Mental Illness and Drug Dependency Behavioral Health Sales Tax Fund (MIDD)
The King County MIDD is a countywide 0.1% sales tax generating an about $136 million per two-year biennium. It is specifically for programs and services for people living with or at risk of behavioral health conditions.
Puget Sound Taxpayer Accountability Account
The Puget Sound Taxpayer Accountability Account (PSTAA) expands and strengthens equitable supports for youth in our region. PSTAA funds, as directed by the King County Council, support investments for early learning facilities, K-12 community-based supports, as well as college, career, and technical education.
Veterans, Seniors, & Human Services Levy
King County’s Veterans, Seniors, and Human Services Levy (VSHSL) expands access to critical human services to improve overall health and well-being, create thriving communities, and reduce disparities throughout King County. The VSHSL is a six-year property tax levy that invests in three priority populations: veterans, servicemembers, and their respective families, seniors and their caregivers, and resilient communities.
