Subagent assignment

Subagents are privately-owned businesses that are appointed by Washington State Department of Licensing (DOL) to perform vehicle and vessel title and licensing services. Once the DOL has appointed a subagent, then the County may then contract with the subagent to perform title and licensing services.

King County contracts with subagents that provide 19 licensing locations throughout the region. Justification for a new subagent location is based on area and transactional statistics which are reviewed and approved by DOL.

Request for Proposals (RFP) Notice

King County is soliciting proposals from interested an qualified proposers to provide a Vehicle / Vessel Licensing Subagent office in the North Bend Area. The purpose of this Request for Proposals is to solicit proposals for this Licensing Subagent appointment and to establish necessary qualifications for Proposers seeking a contract to provide these services. 

ALL responses must be submitted via email by Friday, July 24, 2026, no later than 2:00 pm (Pacific Time) to both contract specialists, Mohammed El-Maadawy and Michelle Poste, to be considered.

Late proposals will not be accepted.

If the County is able to find a qualified applicant, a new office could open in a location yet to be determined.

Yes. At this time, the Department of Licensing (DOL) appointment and King County Subagent contract are awarded to the individual or individuals as a group who are listed on the Vehicle/Vessel Licensing Subagent Application. The business name is identified on the contract as a "dba" (or "doing business as"), but the appointment and contract are with the individuals on the application.

RFP/A Section 1.13 – A.3, states in part: Attachment A - Vehicle/Vessel Licensing Subagent Application: This application must be completed and signed by all applicants. All individuals listed on this application are seeking to be awarded this contract and the Subagent appointment from the Department of Licensing (DOL).

No. At this time, it is not a requirement that the applicant(s)/proposer(s), nor any appointed subagent’s employees, be a United States citizen(s).

Applicant(s)/Proposer(s) must be able to legally enter a business contract with King County.  Those who are awarded the appointment and contract must adhere to local, state, and federal employment laws.

A simplified timeline of the King County RFP/A process is as follows:

  1. Issue and advertise RFP/A (advertisement is for a minimum of 30 days)
  2. King County and DOL evaluate proposals
  3. Appointment is awarded by Department of Licensing
  4. Contract is signed with King County
  5. Contract is administered by King County
