In 2007, King County and the City of Issaquah entered into an interlocal agreement for the implementation of a regional program to transfer development rights (TDRs) from important salmon habitat areas of rural King County located in the Issaquah Creek Basin and portions of Tibbets Creek and May Creek Basins to the City of Issaquah.  The city allows increased density and square footage through the purchase of TDRs inside designated TDR receiving areas.  As part of the agreement, King County provided $200,000 Conservation Futures Tax (CFT) funds to the City of Issaquah for acquisition of open space land.

Location

The City of Issaquah is located south of Lake Sammamish, adjacent to I-90. 

Using rural TDR credits in Issaquah

TDR credits may be used in specific urban receiving areas in the City of Issaquah (see map of sending areas below) from rural sending sites in the Issaquah Creek Drainage Basin, including sending sites that are part of King County’s TDR Bank.  This TDR program allows developers to add density and intensity to a site through added residential units or increased commercial square footage as identified in the table below.
