Quinn awards Martin Luther King Jr. Medal of Distinguished Service to Rev. Terrence Proctor

King County Councilmember De’Sean Quinn on Tuesday awarded the Rev. Terrence Proctor with the Martin Luther King Jr. Medal of Distinguished Service, an award that recognizes individuals whose work has answered the question asked by Dr. Martin Luther King, Jr. “What are you doing for others?”

“It is my great honor to present the 2025 District 5 MLK Distinguished Service Award to Rev. Proctor for his decades of service, outstanding community leadership and dedication to our kids and our community,” Quinn said. “Rev. Proctor invites our young people to adopt a lifelong commitment to service to others in the spirit of ‘What we cannot do alone, we can do together.’”

Proctor is a change-maker and champion of youth in District 5. He serves with distinction on the Tukwila School Board, District 4 bringing his commitment to building a strong educational ecosystem. He is also involved with creating, leading and generating public support for numerous community initiatives including Cascade Elementary Thanksgiving Food Drive, Showalter Middle School’s Mentor/Tutor Program, and the Foster High School BSU. As Senior Pastor of Church By the Side of the Road (CBSR) for the past 15 years, Proctor has made it his mission to serve collaboratively with the Tukwila community.

Proctor was born and raised in Seattle, graduating from Franklin High School and going on to earn a bachelor’s degree in political science from the University of Washington. He lives in Tukwila with his (wife?) Arizona. They have three adult children – Tavar (Shaina), Erin, and Jordyn, and are proud grandparents to Sade, TJ and Sirena.

This marks the 10th year that councilmembers have each selected someone from their district whose work embodies the spirit of King’s question.
