2025-0301, 2025-0302, 2025-0306, 2025-0307,

2025-0309, 2025-0310, and 2025-0311

 

NOTICE IS HEREBY GIVEN, that a public hearing will be held before the Metropolitan King County Council on the 18th day of November, 2025, at 11:00 a.m. to consider adoption of proposed ordinances that would amend certain county fees. The public hearing will be held at the King County Courthouse, 516 3rd Avenue, Room 1001, Seattle; remote public testimony on Zoom will also be accepted. Written public testimony will be accepted from 9 a.m. on November 4, 2025, through 9 a.m. on November 18, 2025, by sending such public testimony to clerk.council@kingcounty.gov. Please include the legislation number and related agenda item in the subject line. SUMMARY

PROPOSED ORDINANCE 2025-0301 would amend King County Code 4A.670.020 and authorize a 30.97%, or $1.92, increase for the Noxious Weed Control program’s special assessment, bringing the annual rate from $6.20 to $8.12 per parcel for 2026 and 2027.  The proposed increase would restore the Noxious Weed fund reserve and cover inflationary increases through 2027 to sustain existing levels of service, enable the program to response to high-priority noxious weed outbreaks, and support the Clean Water Healthy Habitat Strategic Plan.

PROPOSED ORDINANCE 2025-0302. King County works in partnership with property owners and state and federal agencies to minimize the impacts of storm and surface runoff on the water quantity and quality of the waters of the state. King County charges property owners within its surface water management service area, which is unincorporated King County, a graduated fee based on six nonresidential rate classes tied to relative amount of impervious surface and one uniform rate class for all residential parcels. Proposed Ordinance 2025-0302 would set an effective date of January 1, 2026, update King County Code 9.08.070 and revise the graduated fees as follows:

PROPOSED ORDINANCE 2025-0306 would amend King County Code 4A.700.1000 and increase the permit inspection fee from $176 per hour of utility inspection to $187 per hour of utility inspection, an increase of 6.3%.

PROPOSED ORDINANCE 2025-0307 would amend King County Code 4A.700, 15.52, 15.56, 15.60, and 15.64, add a new section to King County Code 4A.700, 15.08, and 15.52, and repeal King County Code 15.64.030. The Proposed Ordinance would increase the landing, fuel, and aircraft parking fees at the King County International Airport (KCIA) and create new administrative fees related to security badges and service operator permits.

PROPOSED ORDINANCE 2025-0309 would amend King County Code 4A.680.010 to increase the King County Sheriff’s Office existing civil process fees to account for inflationary increases for providing services.  Covered services include personal and real property court orders, protection orders, court-ordered evictions, family law actions, and notice of small claims.

PROPOSED ORDINANCE 2025-0310 would add a new section to King County Code 4A.680 to establish a new fee to reimburse the King County Sheriff’s Office (KCSO) for the cost of staff subpoenaed to testify in civil litigation.  The fees charged by the KCSO to any civil litigant would be equal to the compensation paid to personnel needed to work the shift of the subpoenaed employee, including minimum call out compensation required by an applicable collective bargaining agreement.

PROPOSED ORDINANCE 2025-0311 would amend King County Code Title 27 to increase existing permitting fees by 11.8 percent, authorize a new permit application processing fee, authorize a new 3.5 percent temporary surcharge for development permit fees, and authorize a new permit application fees for the Historic Preservation Program and River and Flood Management programs of the Department of Natural Resources and Parks for 2026 and 2027.  Proposed Ordinance 2025-0311 would set an effective date of January 1, 2026.
