Public rules

Public rules implement policies from legislation, like the King County Code (KCC). KCC chapter 2.98 gives county agencies general authority to promulgate rules. It also sets out the requirements we follow. Once widely shared with time for comments, public rules have the force and effect of law.

Proposed public rules

To propose a public rule, we publish a Notice of Intent to Adopt Rules in The Seattle Times. This is the official paper of record for King County. We will also post proposed rules will on this page..

You may comment on the proposed public rules within a 45-day comment period. We may then adopt the public rules, which become effective after 30 days. If substantive changes are made in response to public comments, then the adoption process must start over. This would include another public comment period.
