Local Emergency Planning Committee
The Local Emergency Planning Committee (LEPC) includes all King County except for areas with other plans including:
- The City of Seattle
- The City of Kent
- Areas covered by a Tribal Emergency Response Committee
The LEPC focuses on improving chemical safety, protecting public health and the environment.
What we do
The committee is responsible for:
- Developing a community Hazardous Materials Response Plan
- Conducting an annual plan review
- Collecting and maintaining chemical inventory forms
- Chemical release reports
- Providing chemical inventory information to the public, as requested
This plan is developed by the LEPC with stakeholder participation.
LEPC membership includes:
- Local governments
- Safety and emergency response officials
- Environmental and transportation officials
- Community groups
How to participate
King County Emergency Management will hold four LEPC meetings per year. Immediate objectives are to schedule regular meetings, build awareness of LEPC duties and responsibilities, and to fill the membership positions.

Reporting instructions
Completed EPCRA reports (Tier II - Sections 302 & 311) may be submitted to the King County LEPC in one of the following formats:
- Electronic copies of online forms
- Email to kc.lepc@kingcounty.gov
- Scanned copies of signed forms
- Email to kc.lepc@kingcounty.gov
- Hard copies of signed forms are mailed to:
