All proposals need to be submitted through E-Procurement, any proposals submitted outside E-Procurement will not be opened or accepted.   All of the attachments outlined in section 1.15 Proposal Content are required, even if you are not an SCS firm, or you’re not using an SCS subcontractor, you still need to upload the SCS form.
