2026 Energize Contractor Roster
King County is seeking submittals for its Energize program from qualified contractors to provide and install electric appliances and upgrades, plumbing improvements, home energy audits, and weatherization and efficiency services in homes and buildings in King, Pierce, Snohomish, and Kitsap Counties.
From 2026 to 2029, the Energize program aims to accomplish retrofits in at least 200 single-family home structures (including adult family homes, family home child cares, and single-family homes) and 40 community buildings (akin to small commercial buildings—under 10,000 square feet).
The goal of the Energize program is to accelerate equitable climate action, while improving health, resilience, and access to green jobs, by electrifying and weatherizing various types of buildings.
Applications for the Contractor Rosters are now open, and will close January 26, 2026. Contractors may complete one JotForm application to apply for one or both of the following Rosters:
Residential Roster
Contractors on the Residential Contractor Roster will be able to provide one or more of the following installations and/or services:
- Heat pumps
- Heat pump water heaters
- Induction or electric stoves and heat pump clothes dryers
- Ventilation systems, including bathroom exhaust fans, kitchen exhaust fans, and heat- or energy-recovery ventilators (HRVs/ERVs)
- Weatherization, insulation, air-sealing, and duct-sealing
- Oil tank decommissioning
- Home energy audits
- Water saving installations (faucet aerators, showerheads, toilet leak detection and toilet replacements)
- Minor home repairs
Contractors applying for the Residential Roster will indicate the county or counties in which they are willing to complete installations and/or provide services.
Community Spaces Roster
The Community Spaces Contractor Roster will be able to provide one or more of the following installations and/or services in small commercial buildings (less than 10,000 sq ft):
- Heating, Ventilation, and Air Conditioning (HVAC) Mechanical Systems, including heat pumps
- Weatherization, insulation, air-sealing, and duct-sealing
- Oil tank decommissioning
- Minor building repairs
Contractors applying for the Community Spaces Roster will indicate the county or counties in which they are willing to complete installations.

Eligible Applicants
To be eligible for consideration for the 2026 Energize roster, applicants and their subcontractors, if used, must meet all the following qualifications:
- Must be licensed and bonded by the State of Washington
- Have a current, valid Contractor’s license
If selected for the roster, work and/ or contractors must meet the following:
- Meet State prevailing wage requirements per the Washington State Department of Labor & Industries and Federal prevailing wage requirements under the Davis-Bacon and Related Acts.
- Host at least two work-based learning trainee positions/year for 240 hours of work, with wages to be paid by King County’s workforce program administrator.

The application window will remain open until 11:59pm on January 26, 2026. Applications received after that deadline will not be considered. Applications must be submitted through the online application portal to be considered.
Additional application periods may be re-opened at a later date depending on the number of successful roster applications; King County encourages interested applicants to apply in this first round. King County will notify applicants no later than 60 days following submission about the status of the application.

Is the sample contract publicly available?

Will the professional liability insurance be applicable to construction contractors?
A: If Work involved requires any services provided by a licensed professional or those services require a professional standard of care, Professional Liability (Errors and Omissions): $1,000,000.00 per claim and in the aggregate is required.
Can the application process be saved or must it all be completed in one sitting?
A: There is an option to save the online application once it is started. We recommend reviewing the questions within the RFA prior to beginning the online application.
Is it possible to be updated once the Q&A answers are updated?
A: Unfortunately, we do not have the ability to send out notifications when the Q&A document is updated. We recommend periodically visiting the website for updated answers to questions received related to this advertisement.

Is there any indication of how much demand are you seeing in the customer facing applications so far?
A: Customer applications for 2026 are not open yet and will be launched in January/February . For reference however, our program served 141 customers in the past year, and currently has 195 homes on the waitlist.
Will these slides be made available while we wait for the recording?
A: A recording of the presentation has been posted on our website . We will also post a PDF of the presentation slides.
Will Info Session #2 have the same info?
A: Yes, though we may provide clarification based on Q&A document items in the second info session, if not previously emphasized.
For invoice process, will AHRI certificate, equipment submittal, and estimate signed by customers, work order, Energize prevailing wage statement, before and after pictures not be required?
A: Specific requirements for invoices will vary depending on installation type. Details will be provided to contractors following contract award and execution, though these items are typically required for Energize installations.
If requesting an advance of funds for equipment, will there be a form? Is that publicly available?
A: There is not a specific form at this time, though a standard form may be developed in the future.
Can you please provide me with the name and address and any language that needs to be listed on the certificate of insurance. I didn’t see that information in the provided documents.
A: If awarded a contract, we will provide a name and address to be listed on the certificate of insurance. We will also require an Additionally Insured Endorsement from your Insurance Company covering “King County, its officials, employees” and agents as additionally insured, or blanket endorsement.
Questions received through 1/14/2026
Can it take 2 months to receive payment as a contractor?
Yes, from the time that an installation is completed, it can sometimes take up to 2 months to receive payment. This timeline estimate accounts for time to schedule/complete any inspections, file certified payroll, and submit an invoice to King County. Once the invoice is received by King County, payment is usually made within 2-4 weeks, though has sometimes taken longer depending on the time of year and staffing levels at central Accounts Payable.

I’m planning on subbing out the HVAC and electrical work, but doing the small repairs in house, subs have over 10 years in business, but I have only 2. Will the 3 yr requirement apply?
Yes, though this requirement can also be met by having provided that service to at least 100 homes to date. As stated in the Request for Applications; “Contractors must have a minimum of three (3) years of successful experience for the service proposed for the Energize program, or experience providing that service for at least 100 homes to date.”
Hello I was reaching out to clarify if all the jobs that are run under this program if they have to be prevailing wage.
A: Yes, installation work under the Energize program is subject to state and federal prevailing wage requirements. Please review the sample contract Terms and Conditions and Scope of Work for details on this requirement.
In your application documents, it states: Installation contractors will also be required to enroll in and maintain an active listing in the WA Department of Commerce Qualified Contractor Network (QCN) such that homes improved under this program may qualify for Inflation Reduction Act rebates. it seems this will not be achievable until the program launches officially with the DOE, which has not happened and may not happen until after the deadline. Can you confirm that this requirement has been addressed?
We are aware of the uncertainty around when the IRA rebates will launch and related QCN timelines. Having an active listing in the WA Department of Commerce Qualified Contractor Network (QCN) is not a prerequisite for applying to the Energize Contractor Roster. However, once the QCN is launched, Energize Roster Contractors will be expected to enroll in the QCN so that IRA rebates can be applied to installations as able.
Is it possible to be considered if we are not currently a licensed contractor in WA? It is certainly possible for us to get licensed prior to any work being completed and have sufficient experience to meet the program requirements & needs.
Being a licensed contractor in the State of Washington is one of the requirements for applying to the Energize Contractor Roster.
It was mentioned that we would like on costs with the program, but there will also be competitive bids on a per project basis. Could you help us reconcile how that will work? Will be aligning on scope pricing components ahead of individual jobs or overhead prices ahead of individual project scopes?
The Energize Contractor Roster will assign work on a rotating lead basis for each project. The County may solicit up to two additional quotes per project. This process is detailed in Section 1.4 in the Sample Scope of Work.
